The Cost per Rail Passenger Trip of $11.09 in January exceeded the forecast by $1.27. This unfavorable variance was due to rail ridership falling short of the forecast by 0.7 million. The 2025 Fiscal Year-to-Date (months of July through January) Cost per Rail Passenger Trip of $11.09 exceeded the forecast by $3.07. This unfavorable variance was due to rail ridership falling short of the forecast by 3.3 million unlinked passenger trips and operating expenses coming in over budget.
